New international flight requirements

A new Federal rule requires General Aviation pilots who fly internationally across the United States borders to file inbound and outbound departure notifications as well as passenger manifests at least 60 minutes before taking off.

Compliance with the new rule is voluntary until May 18, 2009. Pilots can submit the information electronically via the electronic Advance Passenger Information System (eAPIS).

A failure to file, once the rule becomes mandatory, may result in a $5000 fine for the first violation followed by fines of $10,000 for additional violations. The CBP provides more information about the new requirements on its website, including a tutorial.
