personally I would suggest to stay away from Phoenix East. Dont know much about Delta Connection.
I was a student and an instructor at PEA. I can say that I got good basics and instruction at Phoenix but it depends on the instructor you get. I wouldn't suggest going there especially if you are coming on a J1 student visa since once you are in the program they will treat you like dirt. They are understaffed with instructors and under equipped with airplanes, so it will be very hard to get through training quickly as they usually promise before you start. While most other flight school have been increasing their instructor pay during the years, PEA still pays the same rate that they had for years, $10 per hour, although the rate they charge the students for instruction has gone up by a lot.
The worst part about them though is just the general way they treat their students and instructors. Don't expect to be treated as a customer after you have enrolled.
It is not all bad though. you can get reasonable training there, depending on your instructor. They have a brand new fleet of C172SP and Diamond Twin Stars equipped with G1000 and as an instructor you can build a lot of flight time.
